PROBLEM TO BE SOLVED: To provide a flat lighting body for a freezing/refrigerating showcase requiring no large space, having low-temperature performance, and capable of imparting a sufficient luminance inside the showcase without using mercury. SOLUTION: A front glass substrate 2 and a rear glass substrate 3 are glued to form a sealed container 4. The inside faces of front glass substrate 2 and the rear glass substrate 3 are formed with phosphor films 7, 8, while the outside faces are formed with transparent electrodes 5, 6. The sealed container 4 is charged with one kind of gas or a mixed gas comprising plurality of gases, selected from rare gases or halogen element gases.
