PROBLEM TO BE SOLVED: To provide a cooling device for an internal combustion engine capable of managing both of cooling performance and warming-up performance of the internal combustion engine in a cylinder block structure including an open deck type water jacket. SOLUTION: A water jacket 10 surrounding the circumference of a cylinder barrel 4 includes a jacket inner surface 12 positioned in a cylinder liner 40 side and a jacket outer surface 14 opposing the jacket inner surface, is opened at a connection part with a cylinder head and extended in the direction of a cylinder liner depth by at least at the stroke length of a piston 44. The jacket inner surface has a grade 12A separating from the cylinder liner in a cylinder liner depth direction from the cylinder head side.
