PROBLEM TO BE SOLVED: To obtain a system and a method for connection management of a radio communication system which set and reset ATM connections of a base station on a hand-over basis in the lump. SOLUTION: The system consists of a header extraction part 30 which extracts VPI/VCI stored in the header of an ATM cell, a header imparting part 32 which imparts new VPI/VCI to the header of the ATM cell and imparts connection data including route information, etc., and other data as additional information, a memory 34 for header conversion which stores the new VPI/VCI and connection data in data areas for each connection, and a CAM 36 for connection management which stores data including the VPI/VCI, mobile station number, and setting bits in data areas for each connection, and a header conversion control part 38 which sets and resets connections and controls the writing to and reading from the memory.
