PROBLEM TO BE SOLVED: To provide a net connecting terminal capable of downloading necessary information to a terminal without substantially generating the load of communication costs or the occupancy of a telephone line. SOLUTION: This net connecting terminal 10 equipped with a function for realizing Web viewing by performing access through telephone line connection to the Internet is provided with a communication utilization situation monitoring means 13 for detecting a vacant time slot in which no communication is operated with a network at the time of realizing the Web viewing and a vacancy communication control means 14 for operating net communications by using the vacant time slot detected by the communication utilization situation monitoring means. This net connecting terminal is constituted so that information irrelevant to the Web viewing can be obtained through the net communications using the vacant time slot under the control of the vacancy communication control means. Thus, it is possible to obtain the information irrelevant to the Web viewing without substantially increasing the load of a telephone rate. Even when a user telephone line is temporarily occupied at the time of the information exchange, the user does not suffer any loss due to the temporary occupation of the user telephone line, and is not made aware of the fact itself that the telephone line is occupied.
