<P>PROBLEM TO BE SOLVED: To reduce variation in a calculation quantity while suppressing deterioration in coding efficiency in a following type motion vector detecting apparatus. <P>SOLUTION: A motion vector detecting apparatus 100 is provided with: a plurality of block matching calculation devices 102; and a block matching calculation selecting device 101. The device 101 selects a block matching arithmetic calculation device 102 having the highest coding efficiency from among the plurality of calculation devices 102, using a permissible calculation quantity as a calculation quantity permissible in performing block matching calculation processing.
