PROBLEM TO BE SOLVED: To reduce influences given by a security function to other normally performed processing by dealing with a larger hardware scale with a fixed CPU load. SOLUTION: A plurality of monitoring objects are divided into a plurality of groups, cyclical monitor on the basis of a monitoring cycle whether or not there is a failure is performed with respect to the plurality of groups and, in the performance, the monitor cycle or group scale is altered depending on a load situation of the failure monitor.
