PROBLEM TO BE SOLVED: To provide a hair care cosmetic and hair-treating method capable of applying excellent springiness and stiffness to hair, especially hair lacking in springiness and stiffness (for example, hair damaged by chemical treatment, etc., and thin hair of Westerner and aged person) under weakly acidic to weakly alkaline mild conditions. SOLUTION: The hair care cosmetic is a three-pack cosmetic composed of the first agent containing a reducing substance, the second agent containing an alkoxysilane of formula (1) and the third agent consisting of an aqueous solution of an acid or an alkali. The hair treating method comprises the application of the 1st agent to the hair followed by the application of the second and the third agents in mixed state. R<SP>1</SP><SB>p</SB>Si(OR<SP>2</SP>)<SB>4-p</SB>(1): R<SP>1</SP>and R<SP>2</SP>are each a 1-6C straight or branched chain alkyl or a 2-6C straight or branched chain alkenyl; p R<SP>1</SP>groups and (4-p) R<SP>2</SP>groups may be the same or different; and p is an integer of 0-3.
