PROBLEM TO BE SOLVED: To save power for administration by eliminating maintenance and/or new installation of facility such as ground leveling and setting of marks and also simplifying a using rule. SOLUTION: An user 4 carries a substance 6 in custody in a custody area 8, makes cargo unloading after seeking for a custody place 5 and makes input of a custody code of the substance 6 in custody so as to push a registration key by means of a portable register device 2 in the vicinity of the custody place 5. When the key of this register is pushed, GPS unit receives radio wave from a GPS planet 3 to measure the spot. The inputted custody code and the longitude/latitude information of the spot are sent to an administrative database 1 and registered therein. On the other hand, when the substance 6 in custody is carried out, the user 4 reads out from the administrative database 1 the longitude/latitude information concerning the custody place 5 of the substance 6 in custody carried out by the portable register device 2 and moves to the custody place 5 while making sure of the spot. When he gets to the custody place 5, 'carried out' is submitted by means of the portable register device 2 and thereafter carrying out work of substance 6 in custody is carried out. |
