PROBLEM TO BE SOLVED: To simplify the process of preparation of a mask for manufacturing a printing plate 1 in particular, and also to improve the properties of the printing plate 1 to be manufactured by using the mask. SOLUTION: Thermal transfer by laser induction being used, the structural information 5c on the mask is applied directly onto the surface of the substrate of the printing plate by using a thermal transfer film 5 and a laser image area forming unit 6. As the result, distinction as to an image area and a non-image area for manufacturing the printing plate 1 is made directly according to the structural information 5c applied.
