PROBLEM TO BE SOLVED: To optimize searching of a guide route using evaluation information of a mobile route. SOLUTION: An input part 101 receives the evaluation information relating to the evaluation on the mobile route of a mobile associated with the route information of the mobile route of an evaluated object. A recording part 102 records the evaluation information inputted by the input part 101. Then, a searching part 103 searches a guide route from the present position of the mobile to the destination using link costs on the mobile route in the route information set by the evaluation information recorded by the recording part 102.
