PROBLEM TO BE SOLVED: To provide a method and device for diagnosing the insulation deterioration of a live power cable for detecting an extremely small current component that indicates a true deterioration signal due to a water tree and for accurately diagnosing insulation deterioration. SOLUTION: A method for diagnosing the insulation deterioration of a live wire power cable has at least a first process for applying an AC superposition signal with a frequency of an integer multiple of±a (0<a<=10) [Hz] of a commercial frequency by an AC power supply 12 between a metal-shielding layer 23 of a power cable 23 that is measured under a live wire and the ground, a second process for connecting an insertion resistor with a resistance from nearly 100 [kΩ] to 1 [MΩ] between the metal-shielding layer 23a and the ground, a third process for measuring a detection signal 12a while the insertion resistor is connected, and a fourth process for diagnosing the degree of insulation deterioration in live wire state based on the detection signal 12a.
