The device includes a valve (3) and an actuator (1) having a motor-gear assembly which pivots the key of the valve. The actuator is fixed on the valve by an elastic strap (4). In case of a breakdown in the system, the actuator can be withdrawn. One can also pivot the key of the valve with the aid of the handle (2).
