PROBLEM TO BE SOLVED: To provide an easily unsealable flexible packaging bag 4 for widely storing confectionery food or daily necessaries in various shapes including a three-side-sealed bag, a butt-seamed sealed bag, a folding sealed bag or the like, which can be easily unsealed by cutting a start-to-cut flaw (a) from a start-to-cut portion equipped with the flaw (a) on a periphery, is free from failures in lamination between an external resin film layer 2 and an internal resin film layer 3, and also is hygienically preferable. SOLUTION: The flexible packaging bag 4 is formed by laminating the external resin film layer 2 consisting of a laminate of at least two resin film layers 2a and 2b, and the internal resin film layer 3 excellent in heat-sealability and moisture-proofness. The start-to-cut flaw (a) composed of numerous fine pores through the external resin film layer 2 is provided on the start-to-cut portion of the bag 4 from the external surface side of the external resin film layer 2 by a mechanical means using numerous fine metallic blades b or abrasive particles.
