PROBLEM TO BE SOLVED: To provide water-based compositions having reduced equilibrium and dynamic surface tension, essentially free of hydrocarbon solvents and comprising organic or inorganic compounds, particularly coating, ink, adhesive, fountain solution and agricultural compositions. SOLUTION: The above composition is obtained by mixing an effective amount of tartrate diester having the following structure represented by the formula wherein R1 and R2 are each a 4-6C alkyl group.
