A non-rotation advertisement apparatus attached to wheels of a vehicle is provided to maximize the advertisement effect without rotating an advertisement display part along with a wheel of the vehicle by forming a buoyancy generation space in the rotation prevention weight. A non-rotation advertisement apparatus attached to wheels of a vehicle comprises a wheel attaching body(10), a non-rotation body(20), and a rotation prevention weight(30). The wheel attaching body is formed with a rotary shaft(11) at the rotation center thereof. The non-rotation body is coupled through a bearing(21) and formed with a liquid filling space to display advertisement. The rotation prevention weight prevents the non-rotation body from being rotated when the non-rotation body is rotated. A buoyancy generation space(31) is formed in the rotation prevention weight and filled with air to generate the buoyancy.
