The extracted elements are connected by a nearby element connection processing means 21. In this case, ON-pixel elements B and C within a circle which centers on the specific ON-pixels among the extracted elements and has a radius as long as several pixels are extracted. Then, when there are OFF-pixels between the pixel A and pixels B and C, the pixels between the pixel A and pixel B having the largest gap are all turned on. Thus, the pixels A and B are connected.
