PROBLEM TO BE SOLVED: To realize a coding and multiplexing system and its method by which transmission efficiency is considerably enhanced. SOLUTION: In this coding and multiplexing system, a multiplexer assigns an excess frequency band with respect to a setting rate of rate conversion means 21A-21N and coding means 22A-22N for a frequency band used for reading 1st or 2nd coded data from 1st buffer 25 or a 2nd buffer 33. In this coding and multiplexing method, an excess frequency band with respect to each channel consisting of rate-converted coding data or real-time-coded data is assigned for a frequency band for reading other channels. |
