A rotary encoder for detecting a period of rotation is disposed between a recording and/or reproducing head and a take-up side reel, and a deviation from a predetermined reference value is calculated from the period of rotation detected by the rotary encoder.

The reel motor is controlled on the basis of the average of stored deviation values once a certain number of deviation values have been calculated.
