PROBLEM TO BE SOLVED: To provide an image monitoring device, an image monitoring system, and an image monitoring method capable of detecting a remaining object in an elevator car without degradation of visibility from the outside of the car.SOLUTION: An image processing device 125 comprises: a command control unit 370 which, when it is determined that there is a possibility of a remaining object in an elevator car 100, outputs a vibration command to move the elevator car 100 up or down by continuous switching operation; and a remaining object detection unit 380 which detects a remaining object on the basis of images of the inside of the elevator car 100 before and after the vibration.SELECTED DRAWING: Figure 7
