Provided are a frequency sharing method, user equipment (UE), and base station, suitable for use in a multi-carrier context; in a first cell using a first carrier, the UE establishes a radio resource connection to a first base station, then the first base station configures for the UE a second cell under a second base station; the UE receives configuration information sent by the first base station, and after configuration of the second cell is complete, sets the second cell to an inactive state; if it is determined that a second carrier is available, then the UE sends a channel seizure signal on the second carrier and activates the second cell. |
