The present invention relates to a system and a method which manage a mobile terminal of a user who enters a specific building or a specific area by using a beacon service based on short-range wireless communication and provides a service through the mobile terminal. The system comprises: a vehicle beacon which transmits a beacon signal in a vehicle; a mobile terminal which is possessed by a user riding in the vehicle and receives the beacon signal transmitted by the vehicle beacon; a beacon scanner which scans the vehicle beacon at an entry gate of an area that needs to be in control; and a mobile device management (MDM) server which sets a control service according admittance to the area needing to be in control, and when beacon information identified in the beacon signal is received from the mobile terminal, and a beacon ID of a vehicle going through the entry gate is received from the beacon scanner, transmits a control service signal according to the admittance to the mobile terminal in the vehicle.
