PROBLEM TO BE SOLVED: To provide an email encryption distribution system and its method making it possible to set whether or not decrypting each email is permitted even if the email is sent to the same recipient. SOLUTION: The email encryption distribution system 10 has a mail relay server 11 having a collation means 12, an email creation accepting means 13, an email encryption means 14, and an encryption key creation means 15. The mail relay server 11 executes a collation process for determining whether or not a person of interest is the one permitted for a mail encryption distribution service; an email creation accepting process for accepting the input of an email; an email encryption step for creating an encrypted email; an encrypted email sending step for sending the encrypted email to a designated address; an encryption key generation step for generating a one-time encryption key for decrypting the encrypted email; and an encryption key sending step for sending the created one-time encryption key to a designated address.
