PROBLEM TO BE SOLVED: To provide a technique that can enhance the security of P2P communication performed between randomly selected terminals.SOLUTION: A communication control device that is connected via a network with terminals and a relay device for relaying P2P communication performed by the terminals and controls the communication performed by the terminals includes: storage means that stores communication destination information including communication destinations for which permission is given to the terminals; reception means that receives from the terminals a signaling signal which is transmitted when the terminals start the P2P communication; and control means that controls whether or not to permit the P2P communication on the basis of the communication destination information and signaling signal.SELECTED DRAWING: Figure 7
