PROBLEM TO BE SOLVED: To provide a relay device, an administrative server and a communication terminal.SOLUTION: In a small-medium scale base station which communicates with a base station and a communication terminal, a control unit performs first control on downlink transmission power according to a traffic amount at a cell to which the small-medium scale base station belongs. Also, based on information on the communication quality of the communication terminal and information of another cell supplied to the small-medium scale base station, the control unit performs second control on a handover to the base station which forms the other cell or to the small-medium scale base station. |
