PROBLEM TO BE SOLVED: To extremely quickly perform table generation work and to reduce work burdens by automatically generating a transfer destination table for multicast communication, based on the information of the transfer destination of a packet for control. SOLUTION: Upon receiving packet data for the control from an originating terminal, an UCR processing part 71 decides the transfer destination. A packet transfer processing part 72 transfers the received packet data for the control to the next hop destination, based on an output port number obtained in the UCR processing part 71. In the case of receiving a registration request packet, an MCR table generation part 73A generates an MCR table 67 based on the information for the next hop destination of the registration request packet decided in the UCR processing part 71. An output port/destination address correspondence table generation part 73B generates an address correspondence table 68 by turning a destination address and an MG number to a set corresponding to the information for the next hop destination of the registration request packet decided in the UCR processing part 71.
