PROBLEM TO BE SOLVED: To solve the propositions as to how a 3 kiloparsec arm is formed, how the Galaxy is formed, and how arms are formed. SOLUTION: The mass of the black hole of the center of the 3 kiloparsec is derived from a spiral rotation speed and a radius, and compared to the mass of black holes of a large arm, a medium arm and a small arm. In the time of 10<SP>-16</SP>m, the number of atoms in 1 m<SP>3</SP>is 10<SP>18</SP>. This enable the knowledge of the volume of an aggregation of the masses (number of atoms) of the Galaxy. The volume means inside halo at present. From this proportion, it is possible to derive the sizes of a quasar, the orbits of large, medium and small arms. In the time of 10<SP>-16</SP>m, the volume of each of the arms is derived from the orbit of each of the arms, the radius of the ring of each of the arms, where the volume is the ring of each of the arms, and the distance of the ring of each of the arms and a quasar is derived.
