This user device, which carries out communication with a base station in a mobile communication system that supports carrier aggregation, is provided with: a management unit that receives, from the base station, a setting message for adding a cell or cell group in the carrier aggregation, carries out setting of the cell or cell group, and receives, from the base station, measurement setting information relating to measurement of the cell or cell group; and a measurement unit that, until a prescribed condition is satisfied, does not carry out measurement of the cell or cell group on the basis of the measurement setting information and, when the prescribed condition is satisfied, carries out measurement of the cell or cell group on the basis of the measurement setting information, and transmits a measurement report to the base station. |
