PROBLEM TO BE SOLVED: To perform cutting to make a good finished surface since a shank part is mounted to a rotating part, a shaft-like part is rotated around the axis line to machine the end surface of a workpiece such as thin and soft film materials, in this case, a cutout surface approximately parallel to the rotational axis line of the shaft-like part is formed on the outer peripheral surface of the shaft-like part, a chip discharge groove part having approximately V-shaped cross section composed of a rake surface and a discharge surface approximately parallel to the rotational axis line is formed on the cutout surface of the shaft-like part, and the flank face is formed on the residual outer peripheral surface of the shaft-like part to form a cutting edge part extending approximately parallel to the rotational axis line. SOLUTION: The shaft-like part 2 is formed at the tip end part of the shank part 1, the cutout surface 2a approximately parallel to the rotational axis line O of the shaft-like part is formed on the outer peripheral surface of the shaft-like part, the chip discharge groove part 3 having approximately V-shaped cross section composed of the rake face 3a and the discharge surface 3b approximately parallel to the rotational axis line is formed on the cutout surface of the shaft-like part, and the flank face 4 is formed on the residual outer peripheral surface of the shaft-like part to form the cutting edge part 5 extending approximately parallel to the rotational axis line.
