PROBLEM TO BE SOLVED: To provide WLAN load balancing methods and devices that take into consideration congestion levels and transmission rates of APs and mobile devices, respectively in order to associate a mobile device to an access point. SOLUTION: A controller is operable to (a) generate a transmission rate ratio from transmission rates derived from transmissions between the mobile device and a currently associated access point (AP) and between the mobile device and another AP during an iterative time period; (b) generate a congestion level ratio from congestion measurements of the APs during the iterative time period; and (c) generate an effectiveness index from the transmission rate ratio and the congestion level ratio during the iterative time period.
