PROBLEM TO BE SOLVED: To ensure that the coefficient of water permeability of a capping layer using an artificial material on a waste disposal site can be controlled. SOLUTION: The capping layer 20 covering a waste 12 comprises a gas removal layer 21, an anti-permeation layer 22, a water drainage layer 23 and an anti-erosion layer 24 formed by raising the ground level. The gas removal layer 21 is made up of an unwoven fabric mat, and the anti-permeation layer 22 is made up of a sheeting with a vertical coefficient of water permeability being in the order of 10<SP>-5</SP>cm/s. The water drainage layer 23 is formed of an uneven sheet of a three-dimensional structure. In addition, an unwoven fabric water-retaining material 25 for retaining rain water on the anti-permeation layer 22 for more time than specified required for passage of the rain water through the anti-permeation layer 22, is provided right above the anti-permeation layer 22 in the way the water-retaining material 25 adjoins the anti-permeation layer 22.
