PROBLEM TO BE SOLVED: To provide an agent for hair and skin care preparation for dermal use for amelioration of skin condition such as prevention of epilatory, hair restoring/pilatory effect and improvement of skin such as dandruff, pimple and dermatitis.

SOLUTION: The invention relates to the agent for hair and the skin care preparation for dermal use having an excellent testosterone 5α-reductase inhibiting action formulated with one or two or more kinds of solvent extracts selected from a group comprising Bergenia ligulata (Wall.) Engl., Hemidesmus indicus(L.) R.Br., Adiantumcapillus-veneris L., Ocimum sanctum L., Picrorhiza kurrooa, Vanda roxburghii, Peumus boldus Molina, Tabebuia impetiginosa (Mart.ex DC.), Erythroxylum catuaba, Jacarandadecurrens cham., Maytenus ilicifolia Mart.Ex Reissek, Myrcia multiflora (Lam.) DC., as active components.
