The present invention relates to a device for degassing carbon dioxide and collecting ammonia, and to a method for operating the same. More specifically, the present invention relates to a method for treating organic waste, wherein the method comprises extracting methane gas by fermenting organic waste, separating a digestive fluid into liquid waste and ammonia gas through a degassing scheme, and producing a liquefied fertilizer by collecting separated ammonia. A method for treating organic waste according to an embodiment of the present invention comprises the following steps: (S100) fermenting organic waste in a storage tank; and (S200) treating a digestive fluid generated during fermentation of the previous step (S100). The step (S200) comprises the steps of: (S210) degassing CO_2 included in the digestive fluid while passing through a CO_2 degassing tower in which high temperature air is fed; (S220) degassing ammonia nitrogen included in the digestive fluid having the CO_2 degassed therefrom into ammonia gas while passing through an ammonia degassing tower; (S230) producing ammonia water by using the degassed ammonia gas in an acidic condition while passing through an ammonia absorption tower; (S240) producing a liquefied fertilizer by feeding H_3PO_4 in the ammonia water; and (S250) transferring the digestive fluid having the ammonia nitrogen degassed therefrom to a waste storage.
