<P>PROBLEM TO BE SOLVED: To prevent erroneous judgment of motion pictures related to inputted analog video signals. <P>SOLUTION: The processing circuit controls the processing method of image signals according to the results of judgment of motion pictures. In this case, the noise level of the image signals is detected by a noise level detection circuit 1 during the blanking interval. According to the detected noise level, the level of the threshold value for judgment of motion pictures performed by a motion picture judgment circuit 2 is set.
