PROBLEM TO BE SOLVED: To provide a fuel cell controller, a fuel cell control system, a fuel cell control method and a computer program capable of allowing a user to easily use a stationary fuel cell for energy management at home or office.SOLUTION: The fuel cell controller has an acquisition section; and an operation control unit. The acquisition section acquires a piece of electric power information including an electric power amount which is consumed by the load. When a predetermined condition relevant to the acquired electric power information is satisfied, the operation control unit controls the fuel cell to activate to generate electric power which is supplied to the load by using hydrogen gas which is supplied by supply means storing the hydrogen gas.SELECTED DRAWING: Figure 2
