The present invention relates to a method and a device to charge a mobile terminal capable of charging a mobile terminal via a USB port with conditions of providing an advertisement or a specific action to watch an advertisement in a PC room and etc., and a recording medium and a computer program recording the same. The device to charge a mobile terminal according to an embodiment of the present invention comprises: a cut-off unit to cut off power supply from a PC to the mobile terminal; and a control unit connected to the PC and the cut-off unit to control the cut-off unit. The PC transmits a cut-off release request to the control unit if a specific action to watch an advertisement is performed on the PC. If the control unit receives the cut-off release request from the PC, the control unit controls the cut-off unit to release the cut-off of the power supply from the PC to the mobile terminal. Accordingly, the present invention is capable of providing a new source of revenue of the PC room since the present invention can share a part of advertising revenues with a storekeeper by providing a new advertisement platform to the PC room and etc.
