PROBLEM TO BE SOLVED: To prevent the scattering of a toner image electrostatically carried on the surface of an intermediate transfer belt. SOLUTION: Among a plurality of rollers 22 to 24 disposed on the downstream side of a primary transfer part T1 and on the upstream side of a secondary transfer part T2 in the rotating direction (direction shown by an arrow R7) of the intermediate transfer belt 7, the roller 22 disposed at a position nearest to the primary transfer part T1 is used as a primary transfer downstream roller. When it is assumed that the relative dielectric constant of the dielectric layer 121 of the roller 22 isε1, the thickness of the roller 22 is d1, the relative dielectric constant and the thickness of the intermediate transfer belt 7 areε2 and d2,ε1 is set to satisfy 1.0<ε1<d1×(ε2/d2)×(1/11), whereby the intermediate transfer belt 7 sufficiently holds charge for carrying toner on its surface, and the scattering of the toner is prevented.
