PROBLEM TO BE SOLVED: To provide a rubber composition for a tire tread for winter, having excellent effects for improving moving performance at low temperature such as performance on ice and performance on snow, and to provide a tire for the winter. SOLUTION: The rubber composition is obtained by compounding 1-50 pts.wt. crosslinked rubber particles having 5-2,000 nm average particle diameter and -100 to -65°C glass transition temperature, and 0.5-10 pts.wt. hard granules (especially vegetable granules obtained by pulverizing shells of seeds or cores of fruits) having 10-1,000μm average particle diameter with 100 pts.wt. rubber component comprising a diene rubber.
