<P>PROBLEM TO BE SOLVED: To create a natural space in a building with the atmosphere lowered in temperature while avoiding energy consumption by artificial forced air-conditioning by lowering the temperature of an atmosphere part outside of and close to a window by vaporization latent heat of water. <P>SOLUTION: A water pipe 10 is disposed in a water storable manner outside of the window Ba of a building B and close to the window Ba.
