PROBLEM TO BE SOLVED: To provide "a map data creating method and a map display device" for efficiently creating a map while maintaining convenience for a user. SOLUTION: For each polygon record stored in the map data of a map data storage section 1, a display map data creating section 2 computes an area correction factor K in accordance with the attribute of planimetrical feature indicated by polygons on the basis of polygon attribute data, and calculates the area S of the polygons based on the polygon data. Then, whether the corrected area K×S obtained by correcting the calculated area S with the area correction factor K set at a step 206 is larger than the threshold value Th(i) determined in accordance with the object map scale (i) is checked. When the corrected area K×S is larger than the threshold value Th(i), the polygon data is stored in display map data for the i-th scale of display map database 3.
