PROBLEM TO BE SOLVED: To solve a problem that since a conventional impervious sheet is not provided with space without partitioning in an upper and lower direction at a fixed interval vertically and horizontally between a sheet-like base material on which a highly water absorptive polymer substance (water absorbing swell material) is carried and a cover sheet, there is a possibility of causing variation of impervious property depending on a position of a sheet face, thus a high quality impervious sheet can not be obtained. SOLUTION: The impervious sheet includes a support material (three-dimensional woven cloth) forming the space X without partitioning in an upper and lower direction at a fixed interval vertically and horizontally between upper and lower plate-like sheets 4 and 5, and constitutes such that the water absorbing swell material 2 is filled in the space X of the support material and is supported.
