<P>PROBLEM TO BE SOLVED: To surely prevent the bent part of a rod wire from being deformed and damaged. <P>SOLUTION: An inner tool 1 and an outer tool 2 are arranged facing to each other in the width direction of a wire rod W and the outer tool 2 is turned about the inner tool 1. The inner tool 1 has a curved surface 11a, a flat surface 11b, and a flat surface 11c, which are continuously formed and come into contact with an inner side surface Wa of the bent part of the wire rod W, and is fixed to a certain position. The outer tool 2 has a pressing surface 21b, which comes into contact with an outer side surface Wb of the bent part of the wire rod W.
