PROBLEM TO BE SOLVED: To provide a cationic electrodeposition coating composition which is excellent in covering power, the fitness for electrodeposition coating on a hot-dip zinc alloy galvanized steel plate, finishing properties, and anticorrosion. SOLUTION: The cationic electrodeposition coating composition includes a cationic resin (A), and a blocked polyisocyanate (B) obtained by reacting a polyisocyanate compound (b1) having not less than two isocyanate groups, a specific amide or an amine derivative (b2) and a blocking agent (b3). The electrodeposition coating composition has a ratio of the amide or the amine derivative (b2) based on a total mass of the polyisocyante compound (b1), the amide or amine derivative (b2) and the blocking agent (b3) of 2-50 mass%.
