A packaging bag (1) for packaging a water-absorbing resin powder therein, the packaging bag (1) being obtained by forming a resin sheet (2) having gas-barrier properties into a bag shape that has an opening for introducing the water-absorbing resin powder into the packaging bag (1). At least one of the resin sheet pieces (2a and 2b) of the resin sheet (2) has, formed therein, incisions (3) which each pierce the resin sheet piece (2a or 2b) in the thickness direction thereof and which have a dimension not larger than a length predetermined in accordance with the mass median diameter of the water-absorbing resin powder.
