PROBLEM TO BE SOLVED: To prevent transmission efficiency from deteriorating in distributed transmission in a downlink channel. SOLUTION: A base station device has: a distributed transmission decision section 12 for deciding the number NDRBof resource blocks used for data transmission in a distribution system to a user device at a fixed time interval; and a divided number decision section 13 for deciding the number of divisions of one resource block variably according to the determined number of resource blocks in a distribution system. As one configuration example, the base station device may have a control information generation section 19 for notifying the user device of the decided number of divisions.
