PROBLEM TO BE SOLVED: To provide a voice recorder capable of keeping voice data in the time period close to the incident in the state effective as a material for proving a fact when an incident or an accident is encountered. SOLUTION: The voice recorder includes: a voice input means (10-12); a first memory (16) and a second memory (17) capable of recording and reading voice data; a first control means (30) which, based on an operation input, records voice data outputted from the voice input means in the first memory, reproduces the voice data stored in the first memory, and erases the content recorded in the first memory; detection means (19 and 20) for detecting an external abnormality; and a second control means (30) which, not based on an operation input, records continuously the voice data outputted from the voice input means in the second memory, and holds the content recorded in the second memory in response to the detection of an abnormality by the detection means.
