A device for improving a service delay of an IP(Internet Protocol) STB(Set Top Box) and a method thereof are provided to provide a service without a network delay speed by previously receiving accurate traffic based on accurate estimated channel information. A channel transmission unit(220) generates channel information including a channel change signal and transmits it to a viewing rate analyzing server that calculates estimated channel information. An adjacent channel information management unit(230) generates adjacent channel information with respect to current channel information desired to be viewed, updates the adjacent channel information according to a change in the current channel information, and stores the same. An estimated channel information generating unit(240) requests the estimated channel information from the viewing rate analyzing server and receives the same. A multicast traffic management unit(250) requests multicast traffic corresponding to the adjacent channel information and the estimated channel information from an upper network and receives the same.
