The purpose of the present invention is to provide a mixture of cyclophosphazenes into which phenoxy groups having a polymerizable functional group such as an allyl group on the phenyl ring have been adequately substituted, and to provide a production method therefor. The present invention pertains to a mixture of cyclophosphazene compounds each obtained by bonding a plurality of structural units represented by general formula (I) (in the formula, R1and R2are the same or different, and represent a C1-4 alkyl group or the like), wherein the mixture includes cyclophosphazene compounds obtained by bonding three of the structural units, cyclophosphazene compounds obtained by bonding four of the structural units and cyclophosphazene compounds obtained by bonding five of the structural units, the cyclophosphazene compounds obtained by bonding three of the structural units are cyclophosphazene compounds (I-A) having a specified structure, the compounds (I-A) include cyclophosphazene compounds (I-A2) and cyclophosphazene compounds (I-A3) having specified structures, and the compounds (I-A2) and the compounds (I-A3) constitute at least 80 wt% of all of the cyclophosphazene compounds (I-A).
