PROBLEM TO BE SOLVED: To provide an optical disk having a plurality of recording layers with information recorded thereon, and to provide a recording/reproducing apparatus and method for the optical disk.

SOLUTION: The optical disk has an optical information storage layer including a layer format region and a user data region. In the layer format region, a plurality of virtual layers different in position in the thickness direction in the optical information storage layer are set, and layer information to distinguish the plurality of virtual layers is recorded in each of the virtual layers.
