The present invention relates to a vacuum insulation panel embedded composite insulator for protecting a vacuum insulation panel from the outside and a manufacturing method thereof. The present invention provides the vacuum insulation panel embedded composite insulator, comprising the vacuum insulation panel composed of a hexahedron to have a core material and an outer skin wrapped around the core material and forming a vacuous inside; and a foam plastic covered on the outer side of the vacuum insulation panel to protect the vacuum insulation panel, wherein the foam plastic includes a first foam plastic and a second foam plastic each of which covers different three surfaces among six surfaces of the hexahedron of the vacuum insulation panel, and the vacuum insulation panel is covered in an airtight state by coupling the first foam plastic to the second foam plastic.
