PROBLEM TO BE SOLVED: To obtain a metal surface-pretreating agent which can simply give a high durable large adhesive force, when a resin material is adhered to a metal, and to provide a method therefor. SOLUTION: The metal surface-pretreating agent comprises an acid and a fluorine compound, and the method for treating the surface of a metal comprises sand-blasting the surface of the metal, coating the blasted surface with the metal surface-pretreating agent and combining with an adhesive resin.
